California’s movement toward legal home restaurants continues to grow — but the latest developments in Long Beach and Fresno show just how different MEHKO adoption can look from one community to another.
Long Beach has officially moved forward with MEHKOs and now has an active permitting process. Fresno County, meanwhile, came remarkably close to launching its own program before reversing course.
Long Beach Is Now Accepting MEHKO Applications
Long Beach residents can now legally operate a Microenterprise Home Kitchen Operation, or MEHKO, after receiving the required approvals and permits from the city.
The Long Beach Bureau of Environmental Health has launched a dedicated MEHKO program and application process. Prospective operators must obtain food-safety certifications, submit their application and standard operating procedures, complete a home kitchen inspection, receive a Public Health Permit, and obtain a Long Beach business license before operating.

Long Beach’s program generally allows MEHKO operators to sell up to 30 meals per day and 90 meals per week, with annual gross sales limited to approximately $100,000, adjusted for inflation.
And people are already exploring what a home restaurant can become.
The Long Beach Post recently profiled Steak Freaks, an ambitious temporary home restaurant that served multi-course steak dinners from a Long Beach residence. The operation attracted enough demand that its creators ultimately found themselves running into the limits of what the MEHKO model was designed to accommodate.
That experiment illustrates something important about MEHKOs: they can provide cooks with a relatively accessible way to test a restaurant concept, build a following, and potentially grow into something larger.
Fresno County Almost Did the Same — Then Reversed Course
The situation in Fresno County went in the opposite direction.
On June 30, 2026, the Fresno County Board of Supervisors initially supported a proposed two-year MEHKO pilot that could have allowed as many as 66 permitted home kitchens.
Two weeks later, everything changed.
On July 14, 2026, supervisors voted 3–2 against proceeding with the program. Concerns raised during the debate included neighborhood traffic, dine-in operations, and limitations on how frequently MEHKOs can be routinely inspected under state law.
Fresno County’s Environmental Health Department now makes the status unmistakable:
MEHKOs are not currently approved in Fresno County.
California Has a MEHKO Law — But That Doesn’t Mean MEHKOs Are Legal Everywhere
The Long Beach and Fresno stories highlight one of the most important things for aspiring home restaurant operators to understand.
California created the legal framework for Microenterprise Home Kitchen Operations through state law, but individual local health jurisdictions still decide whether to establish MEHKO permitting programs.
According to Fresno County’s current MEHKO information, only 18 of California’s 58 local health jurisdictions currently allow MEHKO permitting.
That means someone may legally operate a permitted home restaurant in one California community while someone living only a short distance away may have no MEHKO permit available at all.
Long Beach is now firmly on the permitting side of that divide.
Fresno County, at least for now, is not.
What Happens Next?
Long Beach’s program will be worth watching closely.
MEHKOs were originally designed to give small-scale food entrepreneurs a pathway into the formal food economy without requiring the enormous upfront investment of opening a conventional restaurant.
As more cooks begin operating under Long Beach’s new program, the city could provide another real-world example of how home restaurants work inside a major California city.
Fresno’s story may not be finished either. The July vote stopped the proposed pilot, but it does not prevent county leaders from reconsidering MEHKO authorization in the future.
For now, however, the lesson is clear:
California’s home restaurant movement is expanding — but legalization is happening one local jurisdiction at a time.
